Move 3 sticks to create 4 triangles, all equal in size. All sticks don't have to be flat on the surface.
The solution is the same as Puzzle 7. What you see is a view from top with the sticks on the "inside" of the triangle forming a pyramid. (yes we know pyramids have 4 sides!)The structure is called a tetrahedron.
